Homes For All is a cross-sector initiative supporting the UK government’s pledge to deliver 1.5 million new homes within five years. Led by University College London, John McAslan + Partners and Dolphin Living, and supported by more than 600 housing, planning and urban development specialists, the initiative brings academic research, professional expertise and public engagement together to tackle homelessness, unaffordability and the chronic shortage of social housing.

At the heart of the programme is the Homes For All Festival, a series of public events planned across more than 20 UK cities, including London, Cornwall and Milton Keynes. Inspired by the 1951 Festival of Britain, the festivals will act as open platforms for debate, learning and innovation, organised around four themes: Public Health, Making, Sustainability and Community.
The initiative proposes a balanced delivery model combining 900,000 new homes, 500,000 retrofits and 100,000 adaptive re-use projects, prioritising ecological responsibility and urban sensitivity. A central ambition is to significantly increase social and affordable housing provision, alongside the introduction of specialist homeless accommodation within mainstream developments through planning reform.
Homes For All seeks to establish a long-term housing legacy – one that addresses both quantity and quality, while embedding inclusivity, resilience and social purpose at the heart of housing delivery across the country.
